Augusta Water Pretreatment Program

“Pretreatment” refers to the reduction, elimination, or alteration of harmful pollutants prior to discharge to a wastewater system. Augusta Water’s pretreatment program is mandated at the federal, state, and local levels through the national Clean Water Act, the Virginia State Water Control Law and Virginia General Pretreatment Regulations, and the Augusta County Code to prevent the introduction of pollutants into wastewater facilities that will interfere with the operation of the system, contaminate resulting sludge, and/or lead to a violation of the Virginia Pollutant Discharge Elimination System (VPDES) Permit requirement.

Augusta Water’s pretreatment program enforces discharge standards established by the US EPA, as well as Local Limits specific to wastewater flowing into each Augusta Water treatment facility. Industries may be required to pretreat their wastewater discharge if the pollutants exceed or have the potential to exceed the Local Limits as defined in the links below for each wastewater facility.

Permitting

Any industrial user desiring to discharge into Augusta Water’s sanitary sewer system must fill out an application to obtain an Industrial Wastewater Discharge Permit. All industrial users must reapply at least 90 days prior to the expiration of their permit.

Enforcement

All violations of discharge limitations and permit requirements are met with enforcement action. This enforcement action is outlined in Augusta Water’s Rules and Regulations for Wastewater Discharge.
